About this event
‘Introduction to Policy Fundamentals’ is designed specifically for Taituarā members, and staff in the local government sector.
It develops the key skills and knowledge required to conduct a robust, multi-criteria analysis of an issue, and curate a compelling narrative for decision-making purposes. It supports teams to create a shared view of quality policy practice.
The course aligns with the Department of the Prime Minister and Cabinet’s (DPMC) expectations for applied policy skills, as set out in the Policy Project’s Policy Skills Framework.
How it works:
This course is delivered as a blended learning model, combining facilitator-led live learning sessions with self-led learning, and learning through a community.
- Facilitator-led live learning sessions - during the course there are weekly live-learning sessions with our facilitator (either in-person or on Zoom).
- Self-led learning - participants work through content using our online learning tool. They work at their own pace and submit coursework for facilitator feedback.
- Learning community - participants become part of a learning community and are encouraged to collaborate and learn from each other.
The course comprises 20 hours of learning, delivered over four weeks. Each week there are:
- Two hours of live, facilitator led learning sessions
- Three hours of self-led learning and coursework.
There is a one-hour wrap-up session at the end of the four weeks learning.

Course content:
‘Introduction to Policy Fundamentals’ is a four-week course, with two modules:
Module one: Crafting Great Analysis
This module builds the skills and knowledge required to conduct a robust, multi-criteria analysis of a policy issue.
The learning objectives for this course are to:
- Understand how to apply an analytical framework to different policy issues with varying complexity
- Understand how to integrate critical-thinking skills into advice for senior decision makers
- Practise applying these skills to a policy issue.
On completing this session, participants will receive:
- An end-to-end process for undertaking a multi-criteria analysis
- A policy solutions options matrix template
- A curated collection of readings
- Materials and outputs from the session exercises.
This module is weeks one and two of ‘Introduction to Policy Fundamentals’.
Module two: Narrative for Better Decisions
This module builds the skills required to distil the information needed to create a compelling narrative for decision-making purposes.
The learning objectives for this session are to:
- understand the process for developing a compelling narrative for decision-making purposes
- understand the elements of an effective narrative and why they are important
- practise applying these skills to written advice in a polished, plain English style.
On completing this session, participants will be provided with:
- an end-to-end process for curating knowledge through a narrative structure
- a template outlining an effective narrative structure
- a curated collection of readings
- materials and outputs from the session exercises.
This module is weeks three and four of ‘Introduction to Policy Fundamentals’.
