This year’s Forum focuses on being a Governance Professional in times of change, including working with commissioners, being a commissioner, effective decision-making, privacy, and the future of local government. With a selection of workshop options to choose from, you can tailor your forum to suit your needs and interests.

You will have a chance to come up with your version of 'how we will be working in the future', on day two so please bring your suggestions!

Who should attend:

  • governance or democracy services managers and staff
  • executive secretaries and assistants with responsibility for committee support
  • council staff who work with local boards or community boards

Please note that this event is open to employees of local authorities and council-controlled organisations only. Attendees have the option to attend this event in person, or attend this event virtually. Virtual sessions will be live-streamed. Three Auckland Council programmes focus on enabling democratic decision-making. Through the provision of learning opportunities, Kura Kāwana supports elected members to be effective governors. Staff can build advisory capabilities and learn to operate within council’s unique governance model with support from the quality advice and governance fundamentals programmes. Hear about challenges experienced, approaches developed and insights gained.

11.30am Managing relationships during the election period
Dean Heiford, Chair Elections Reference Group

Dean will be presenting communications guidance about the pre-election period for electoral officers, communications teams and democracy staff. The guidance focuses mainly on the principles that elected members have the right to govern during the pre-election period, communities have a legitimate need for council information, and local authorities cannot promote the prospects of any candidate.

  • Judicial reviews – recent challenges to the decision-making process, Jonathan Salter, Special Counsel, Simpson Grierson

  • Codes of conduct – what would you do if you had a magic wand? Penny Langley, CE Local Government Commission
    • The Local Government Commission is interested in the role that code of conduct complaints and issues play as part of good local governance. The Commission has some ideas for improvements and will be making recommendations to the Minister for Local Government. Ahead of that the Commission is keen to share those ideas and hear from you on what else could be changed.

  • What do elected members want? – Dr Mike Reid, Principal Policy Advisor, LGNZ
    • Elected members stand on issues extending from very specific to broad and aspirational, but once in office what do they need to achieve their goals and fulfil the duties of their office?

John Edwards, Privacy Commissioner

Privacy Commissioner John Edwards will give an overview of the Privacy Act 2020, recent changes to the legislation, and the new compliance and enforcement powers his office now has to better protect the privacy rights of individuals in New Zealand. Mr Edwards will also discuss the new requirement to report serious privacy breaches to his office as soon as practicable, and the other responsibilities that all businesses and organisations in New Zealand have under the Privacy Act.

Anne Tolley, Commissioner, Tauranga City Council

Appointed by the Minister of Local Government on 9 February 2021, Anne and three other commissioners replaced the mayor and councillors as the governance body of Tauranga City Council. Anne will present her unique perspective on the role of chairing the Commission, the reasons she accepted the role, the challenges she faced in the first six months and the significance of the Commission at this point in the development of Tauranga City.

Coral and Robyn will share their personal and professional journeys from working with elected members to working with commissioners. They will take you through the circumstances that led to the removal of the mayor and councillors, the transition period from the announcement to the appointment of Commissioners and what it is like working with Commissioners.
