Taituarā submission on the Hospitality Sector Review

Taituarā recently lodged a submission to the Ministry for Regulation’s Hospitality Sector Review. While the submission was provided through an online survey, we’ve compiled a clear overview of the key points raised on behalf of the sector. 

Our submission outlines the challenges facing New Zealand’s hospitality operators, particularly small businesses, and the regulatory pressures shared by councils. Drawing on the practical experience of our Regulations and Bylaws Reference Group members, it offers recommendations to create a more effective and supportive regulatory environment. 

A central theme is the need to rebalance regulatory settings so they protect public safety while recognising the operational realities of modern hospitality businesses. The submission highlights opportunities to reduce administrative burden, strengthen relationships between councils and operators, improve staff training, and update outdated regulations. These changes would help ensure better compliance outcomes and stronger, more resilient communities. 

Key recommendations include: 

  • Providing translated and culturally tailored guidance to help small business owners understand their compliance obligations. 
  • Streamlining paperwork, particularly food licence renewals, and encouraging wider adoption of digital systems. 
  • Increasing training and support to help staff understand their legal responsibilities. 
  • Ensuring consistent and transparent enforcement across compliance areas, including clearer communication about consequences.
