Taituarā is pleased to announce the launch of the refreshed Council Toolkit website, providing local government professionals with an improved way to access trusted guidance, resources, and practical tools to support their work.
The Council Toolkit is a central online knowledge hub and a one-stop shop for local government professionals seeking guidance on compliance requirements, council processes, governance, planning, financial management, regulatory functions, community engagement, and much more. Resources are developed in collaboration with sector reference groups and subject matter experts to ensure information is practical, relevant, and up to date.
Over the past several months, we have completely refreshed the Toolkit to create a more modern, intuitive, and user-friendly experience. The new site features improved navigation, enhanced search functionality, and a cleaner design, making it easier than ever to find the information and resources you need.
While the Toolkit may look quite different from the previous version, users will find that the key content and resources they rely on remain available, now organised in a way that is easier to browse and use.
What’s in the Council Toolkit?
The Toolkit contains a wide range of resources designed specifically for local government professionals, including:
- Legal compliance guidance and process documentation assist local authorities in meeting their legal obligations across a range of local government activities.

- Long-Term Plan and strategic planning tools
- Local election resources
- Regulatory and bylaw resources

- Workforce capability information and tools
- Economic and forecasting resources, including BERL reports
- Templates, examples, reference material, and practical guidance developed by sector experts and practitioners.
Whether you’re looking for step-by-step guidance, policy information, legislative resources, templates, or examples of good practice, the Council Toolkit is designed to help you work more efficiently and confidently.
New Resources
As part of the refresh, we’ve introduced several new content areas to support the evolving needs of the sector. One of the most significant additions is a dedicated Te Tiriti o Waitangi section, bringing together practical information, guidance, and resources to support councils in understanding and applying Te Tiriti principles in their work.

The Toolkit is always ever evolving, we are currently working on creating and updating guidance in a number of areas including resources to support implementation of the new planning system and engagement guidance .
