The new transitional consenting provisions take effect soon. Is your council ready? 

This webinar will help you understand what implementation of the transitional consenting framework will involve and what your organisation can be doing now to prepare. 

You’ll hear how councils are approaching the transition – from the technical work required to give effect to the new provisions, through to the wider organisational considerations such as communicating and engaging with communities, elected members and the development sector. 

We’ll also share insights from the NZPI workshops and introduce a practical readiness framework to help you consider implementation from an organisation-wide perspective. 

You’ll come away with: 

  • a clearer understanding of what councils need to prepare for 
  • practical insights from councils already working through implementation 
  • a framework to help assess your organisation’s readiness 
  • an overview of the implementation support available and planned. 

There will also be time for your questions and discussion.

Ruth Fischer-Smith

Ruth is Principal Advisor, System Oversight at the Ministry for Cities, Environment, Regions and Transport (MCERT). She brings broad experience across policy, implementation, facilitation and stakeholder engagement, with a particular strength in connecting system-level thinking with practical delivery. Ruth’s background includes advisory and leadership roles across local and central government, including policy, digital government and public-sector innovation. She holds a PhD in policy implementation from the University of Canterbury and enjoys bringing policy and practice together to support effective systems.

Macaela Flanagan

Macaela is the Manager, System Oversight at Ministry for Cities, Environment, Regions & Transport (MCERT), leading the team responsible for ensuring the new planning and environmental management system is working as intended in practice. She brings nearly two decades of experience across local, regional and central government, with a background in policy, implementation, strategy, operations and project management. Having worked on both the development and delivery of government policy, she enjoys tackling the challenges that arise when policy meets practice and finding ways to make the system work better for those implementing it.
