What does this event cover

The transition to the Local Government (Water Services) Act 2024 is a tale of two regimes with different requirements for CCOs and Councils.

Water CCOs have five years to transition from rates-based funding to direct charges and must follow a prescribed process to get there. They’ll also have access to funding and financing tools not available to other providers.

Councils keeping their water services in-house face a different challenge — meeting the new requirements for financial separation of water services and understanding what that means for charging. 

Mike Wakefield, Partner at Simpson Grierson, will unpack the legal frameworks behind both approaches and explore how you can design funding and pricing arrangements that work for your community.

Mike Wakefield

Mike is a partner in Simpson Grierson’s environment and planning group, based in Wellington. He specialises in local government and environmental law, with a particular focus on the regulatory functions and processes of local government (including under the RMA), and decision-making and governance obligations and requirements. He regularly represents local authorities in relation to RMA matters (including before the higher courts) and has appeared before many other specialist tribunals and council hearings on specific strategic and regulatory matters.
