The PacificTA programme facilitates the sharing of Aotearoa New Zealand’s knowledge and expertise with Pacific Island authorities to support them in developing and delivering their local government services. PacificTA is managed by Taituarā and funded by the Ministry of Foreign Affairs and Trade (MFAT)’s New Zealand Aid Programme.
Ryan Cameron, Team Leader of Building Compliance at Wellington City Council, recently returned from a PacificTA assignment in Port Vila, Vanuatu. His October 2025 visit focused on supporting the Port Vila City Council (PVCC) in strengthening their building inspection processes.
Building on previous visits, Ryan worked closely with PVCC officers Manses Fatdal and Herve Soksok to implement standardised inspection check sheets and reinforce consistent reporting practices. The goal was to empower local inspectors with tools and confidence to carry out independent building inspections effectively.
“The people I worked with at PVCC have a unique understanding of their home,” Ryan shared. “They understand the needs, wants and strengths of their city. Our role is to support them in finding tools and mechanisms to strengthen themselves as leaders and custodians of their beautiful country.”
Ryan ephasised the need to collaborate and listen first to understand PVCC’s priorities and then offer parts of adapting New Zealand’s building control practices which could suit local needs.
Ryan said one of the most memorable aspects of the trip was the warmth and hospitality he experienced. “Although I had been told about how kind and welcoming the Vanuatu people are, I was still humbled by how much they live this out each day. I was made welcome as if I were family.”
The visit was not only beneficial for PVCC but also enriching for Ryan. “It is very fulfilling to be able to help others,” he said. “The PVCC team are incredibly capable and passionate about their city.”
Ryan encourages others considering PacificTA to take the leap: “Take the skills and knowledge you have and share it for the benefit of others.”
