Tonga is making strides in sustainable waste management, thanks to a collaborative initiative between Waste Authority Ltd (WAL), Enviro NZ, and PacificTA, with funding support from the New Zealand Ministry of Foreign Affairs and Trade (MFAT).

Over the past year, Louis Sparks, Enviro NZ Landfill Technician and Planning Manager, has shared his expertise with Waste Authority Ltd (WAL) on the construction of their third landfill cell.
The construction of Cell 3 at the Tapuhia Landfill, alongside the capping and closure of older landfill cells, marks a major milestone in improving stormwater and leachate management across the site.
“What I’ve valued most is seeing the team’s confidence grow,” says Louis “At the start, the challenges felt overwhelming, but being part of turning that around has been both humbling and fulfilling.”
Charlynn Lautaha, WAL’s Operations Manager, has been instrumental in implementing these improvements, leading with confidence and a strong commitment to environmental stewardship.



Key Achievements in 2025
- Cell 3 Construction: A major step forward in landfill capacity and environmental protection.

- Staff training for safe asbestos disposal
- New signage and induction protocols for truck drivers and visitors
- Mandatory PPE for all personnel
- Repair and recommissioning of the landfill compactor

- Glass crushing for brick-making
“School tours have also been introduced to promote recycling and reduce waste to landfill,” Louis adds. “Tongan people are proud of their environment and deeply committed to preserving their island’s limited resources.”
Looking Ahead
WAL is currently constructing a new office block that will include a lunchroom, offices, and a workshop. Landscaping efforts are also underway to enhance the site’s appearance and functionality.
Next on the agenda:
- Wastewater Treatment Upgrade: A new system will process both wastewater and landfill leachate.
- Drone-Based Aerial Surveys: Staff will be trained to use drones for monitoring landfill space consumption, aiding long-term planning.
This project exemplifies the power of regional partnerships in tackling environmental challenges. Tonga’s ongoing collaboration with New Zealand is paving the way for future initiatives that will further enhance landfill sustainability and build local capability.
