Regulations and Bylaws Reference Group

The Regulations and Bylaws Reference Group (RBRG) supports councils and Taituarā in achieving excellence in regulatory management. The group brings together experienced regulatory professionals to provide advice, share best practice, and help local authorities use regulatory and non-regulatory tools to achieve effective outcomes.

Purpose

The RBRG exists to:

  • Promote high standards of regulatory management across local government.
  • Support councils in developing and applying regulatory instruments and non-regulatory measures effectively.
  • Provide input on regulatory policy development and implementation, including advice to central government.
  • Contribute to Taituarā initiatives such as the legal compliance programme and the Government Regulatory Practice Initiative (G-Reg).
  • Build sector capability in regulatory leadership, culture, and workforce development.

Responsibilities

Members of the RBRG:

  • Provide timely advice to Taituarā on regulatory issues and emerging policy developments.
  • Develop sector responses to changes in regulatory policy and operational environments.
  • Identify and disseminate good practice in local authority regulation.
  • Identify workforce development and training needs for regulatory staff and support relevant programmes.
  • Recommend the establishment of sub-groups or specialist advisors for one-off projects requiring expert input.
