Workforce Reference Group

The Workforce Reference Group (WFRG) provides strategic leadership on workforce issues affecting local government. Bringing together experienced HR and people leaders from across the sector, the group helps Taituarā and councils build a skilled, diverse, and future-ready workforce capable of delivering on local government’s purpose – enabling democratic decision-making and promoting community wellbeing.

Purpose

 

The WRG exists to:

  • Anticipate and respond to workforce opportunities and challenges across the sector.
  • Shape workforce strategies that address attraction, retention, capability, and culture.
  • Monitor trends and provide advice on issues impacting the local government workforce.
  • Embed te ao Māori principles in workforce initiatives and strengthen Māori participation.
  • Promote diversity, equity, and inclusion to reflect the communities councils serve.
  • Provide direction on workforce wellbeing, health and safety, and professional development.
  • Foster collaboration and shared learning through the People & Capability Forum and a national HR community of practice.
 

Responsibilities

 
Members of the WRG:
  • Provide strategic advice to Taituarā on workforce priorities, programmes, and emerging trends.
  • Identify best practice and future-focused approaches to workforce planning and capability building.
  • Support the design and delivery of sector-wide initiatives, training, and resources.
  • Build relationships with key partners, including sector organisations and private providers.
  • Monitor the operating environment and advise on relevant legislative or organisational impacts.
  • Lead and contribute to projects that strengthen workforce culture, adaptability, and performance.
