Napier City Council, driven by a commitment to continuous improvement, recognised the pressing need to elevate its approach to asset management. This presents the findings derived from a series of workshops conducted with the Asset Strategy, Building Asset Management, and Project Delivery teams. These sessions shed light on the imperative to enhance the availability, quality, and reliability of information relating to the Council's built assets, by embracing Building Information Modelling and aligning processes with the international IS019650 standard within Napier City Council's wider Asset Management framework.

The current situation revealed a deficiency in reliable asset information, due to the way building information has historically been documented and exacerbated by a heavy reliance on conventional two-dimensional data. These limitations result in unproductive time spent on information retrieval and interpretation, alongside increasing risks during the development of projects. To address these challenges, the Council is actively exploring the adoption of Building Information Modelling (BIM) and Management Technology, in conjunction with extending the application of the well-established use of its Geographical Information System (GIS).

BIM, with its transformative potential, offers a digital replication and information model of built assets that can significantly augment operational efficiency and performance. Realising the full benefits of BIM necessitates the development of a comprehensive strategy, roadmap, and documented requirements, serving as critical pillars for successful implementation. This entails seamlessly integrating BIM into the overarching Asset Management Strategy, thus empowering data-driven decision-making and improving the overall quality of insights. Collaborative workshops have informed the production of a roadmap that spans critical domains such as standards, technology, processes, and capability building. Drawing upon these invaluable insights, this submission provides a concise overview of the roadmap, accompanied by actionable recommendations aimed at bolstering the readiness for potential BIM adoption.

By embarking on this transformative journey, Napier City Council stands poised to further unlock significant value from its Asset Management practices, propelling it into a future characterised by data informed decision-making and operational excellence.
