About this event
This one-day seminar brings local government practitioners involved in the LTP process together to share knowledge, recognise best practice and innovation, and develop professional knowledge and skills.
We will run this in four locations in March:
These seminars assume a degree of prior knowledge of the LTP. If you are new to the LTP we strongly advise watching the recording of the Your LTP Starter Kit webinar - please contact events@taituara.org.nz for more information.

In this introductory session we will cover the fundamentals including:
- the 2021 LTP jigsaw
- the Taituarā suite of LTP guidance (and other useful resources)
- the reform processes and the 2024 LTP
- wellbeing and the LTP.

This session will focus on the auditor’s key observations from the 2018 LTP round and will take you through the audit process for the 2021 LTPs. An early indication of what to expect over the next eighteen months.
Note: We are opening registrations to the three providers of audits in local authorities.
11.30 am Financial strategies and financial information

This covers the financial strategy and its flow into financial policies, financial statements etc. In particular, this will cover off turning a set of disjointed disclosures into one coherent strategy, in a world where the disclosure requirements have changed.

You bet it is! In this session we will look at the other side of the coin and consider how local authorities should approach infrastructure in a world where three waters have moved to water entities. We will also look at the other asset management requirements.

Raymond re-joined Taituarā in June 2014 as Sector Improvement Manager, before commencing his current role as Chief Advisor at Taituarā. He has spent most of the last 20 years in local government related roles, most recently with the Department of Internal Affairs.
He describes his job as two-thirds providing assistance to the local government sector and one-third providing advice to central government on local government matters. His ambition is to help develop a Local Government Act that doesn’t require changes every 18 months. He asks that you wish him well with this task.

Elizabeth Hughes Strategy & CommunicationElizabeth’s career spans 35 years in the local government sector including Hamilton City, Tauranga City and Waikato Regional councils. She also spent six years as communication and strategy leader for Local Government New Zealand. Her qualifications include a degree in resource management and a post- graduate diploma in communication.
She is passionate about local democracy and engagement with local communities.
For the past 10 years Elizabeth has run her own business working with elected members and council managers as a facilitator and consultant advisor around strategic change, communication and engagement and crisis management. She is also a columnist for the LG News magazine - providing fresh insights and/or practical advice on local government issues.

Principal, Workingsmarter LtdStephen Halliwell has worked for many councils across the Motu, specialising in local government financial and risk management. He has worked in local and central government, licensing trusts, electricity and health sectors, bringing more than 30 years’ experience of much change. Currently Stephen chairs Clutha’s Risk and Assurance Committee and is providing leadership to Hamilton on its three waters reform journey.
