The Draft Government Policy Statement on land transport 2024-34 (GPS) is out for consultation until 2 April 2024.

There is a significant shift in priorities signalled in this GPS. The emphasis is on economic and productivity growth, rather than a range of well-being outcomes. This means, for example, that support for active and public transport and reducing climate emissions are no longer priorities.

We also recognise that the timing of this document is challenging for those working in local government – both in terms of responding to the consultation and for completing Long Term, Regional Land Transport and Public Transport Plans.

Some key points we are likely to make include:

  • Support for long term planning
  • Support for road user charging
  • Lack of consideration of the environment
  • Impact of no longer allowing Waka Kotahi to look at a wider range of outcomes
  • Impacts on active and public transport.

Your feedback is important to us. In particular, we’d like to know

  • about the impact on local government that the lack of alignment between the GPS and other key planning documents will have, and
  • if you think there are any aspects of the GPS not mentioned that should be.
